ان اقذفيه في التابوت فاقذفيه في اليم فليلقه اليم بالساحل ياخذه عدو لي وعدو له والقيت عليك محبة مني ولتصنع على عيني ٣٩
أَنِ ٱقْذِفِيهِ فِى ٱلتَّابُوتِ فَٱقْذِفِيهِ فِى ٱلْيَمِّ فَلْيُلْقِهِ ٱلْيَمُّ بِٱلسَّاحِلِ يَأْخُذْهُ عَدُوٌّۭ لِّى وَعَدُوٌّۭ لَّهُۥ ۚ وَأَلْقَيْتُ عَلَيْكَ مَحَبَّةًۭ مِّنِّى وَلِتُصْنَعَ عَلَىٰ عَيْنِىٓ ٣٩

وَلِتُصۡنَعَ
wa-li-tuṣnaʿa
“so you would be formed under My watchful eye”
In this reading, the lām is for explaining cause, so the verb is subjunctive.
وَلْتُصۡنَعْ
wa-l-tuṣnaʿ
“and (We decreed:) take form under My watchful eye!” OR “so you would be formed under My watchful eye”
This is most evidently the imperative lām, describing Allah's effective word of decree, and so the verb is jussive. It is also possible that it is a lightened lām of cause, and the last letter is merged with the following word: tuṣnaʿ-ʿalā.
